When you beat Giovanni for the first time in Pokemon Red and Blue (and Yellow. And Green.) you get a Silph Scope -- given away by stolen from Silph Co. The player needs this key item to progress in Lavender Town and complete the Pokemon Tower. At least that's what the sign indicates when you see a bunch of spooky ghosts you can't fight.

How does cataloging Pokemon even work? The scientists seem pretty aware there's 150 "known" species, yet you need specially designed goggles to see three of them? One was engineered from another species that's officially listed after it? Another looks like it was rendered with crude vector graphics, but for some reason it's in the middle of the 'dex. And encountering them isn't enough to unlock any collected data, you have to actually capture them?
